Q&A: The tax due on uncultivated land

It is stated in the book Funds in the Khilafah State on page 79 (Arabic ed.), starting from the seventh line from the bottom of the page to the third line from the bottom, the following:  "If the allocated land was uncultivated from the beginning of time, or it was cultivated and tilled then became neglected and uncultivated before Kharaj was imposed upon it, and the state had obtained the land in a legal manner and allotted it to a citizen, then its rule is like the rule of reviving uncultivated Kharaji land, it belongs to whoever revives it and secludes it, it's neck and its benefit if he is a Muslim and 'Ushr or half of the 'Ushr is due on him for it." And the question is: Is it not the correct word 'Ushri instead of Kharaji that is underlined? Answer: 1. It seems that the confusion arose because you thought that the revival of dead (barren) Kharaji land that had not been subject to Kharaj became 'Ushri. However the matter is not so, since i

From Firas Khbou Answer: Wa Alaikumu Salaam wa Rahmatullahi wa Barakaatuhu, In regards to 'Utoor (perfumes) that contain alcohol then the rulings of alcohol apply upon them and this is because the Messenger صلى الله عليه وسلم said in a Hadeeth collected by Muslim and extracted from Ibn 'Umar who said: The Messenger of Allah صلى الله عليه وسلم said: كُلُّ مُسْكِرٍ خَمْرٌ، وَكُلُّ مُسْكِرٍ حَرَامٌ "Every intoxicant is Khamr and every intoxicant is Haraam." And he صلى الله عليه وسلم said in a Hadeeth from Abu Dawood from Jaabir Bin 'Abdullah: مَا أَسْكَرَ كَثِيرُهُ، فَقَلِيلُهُ حَرَامٌ "That which a lot of it intoxicates then a little of it is Haraam." So he صلى الله عليه وسلم has explained the liquid that is called Khamr so every intoxicant w

Russian Authorities Decide to Physically Eliminate Members of Hizb ut Tahrir

On 15 September 2013 at about 11 pm in the city of Kizlyar, Dagestan, Abalova Abdullah, a member of Hizb ut Tahrir party, was killed. He was fatally shot not far from his house. Abalova received several explosive wounds as confirmed by the examination. As a result of this brutal murder of one of our Hizb activists, we would want to highlight some important points: 1. Abalova Abdullah was an active member of Hizb ut Tahrir. He was sincere in dawah on the path of his Lord and was active in many community affairs aimed at the dissemination and protection of Islam, whether the activities of Eid ul-Adha and Eid ul-Fitr holidays or public protests organized against the authorities' regime, abductions and killings of Muslims in Dagestan. He also often met with many imams and community leaders to explain to them the true state of affairs of the Islamic Ummah. Being a member of the Islamic political party Hizb ut Tahrir and having much knowledge in many Islamic sciences he always m

Introduction to an Islamic Constitution for Syria and the Muslim world - Article 1

The following is the translation of an article from the book by Hizb ut-Tahrir entitled 'Introduction to the Constitution and the necessary evidences for it' which is the explanation of its draft constitution for the Khilafah state. This draft translation is from the second edition published in 2009 which was updated from the original published in 1963. Numerous brigades in Syria have agreed to the implementation of this constitution after the removal of the corrupt system that has brutally suppressed the people for decades.  بسم الله الرحمن الرحيم All praise is due to Allah (swt) and peace and blessing upon our Master Muhammad , the seal of the Prophets, and upon his family, and may the pleasure of Allah (swt) be upon all of his companions. Hizb ut-Tahrir published a constitution which it produced at its inception, distributed it to the people and printed within its books in 1374 Hijri (1955 CE). Then, in ligh

Chemical or Conventional Weapons! Does It Matter?

On August 21, 2013, the Tyrant of Damascus, Bashar Al-Assad, exterminated more than 1400 Muslim civilians with chemical weapons after failing to break their will. Such brutality immediately sparked words of condemnation from world powers, especially the West. America was initially very vocal in calling for a military strike then quickly backed away towards a political solution where the Assad regime would surrender the chemical weapons. Why now has America taken a strong stance against the Syrian regime? Why was it standing still when hundreds of thousands were being killed in the last two and a half years? The lives of those hundreds of thousands of innocent men, women, and children killed before the chemical weapons attacks are no less valuable than the ones killed with chemical weapons. What has caused great urgency for the US and Europe is that currently the revolution forces have come closer to triumph and victory, while the Assad regime is on the verge of collapse. The s
