And also how can it be said that Jinn have a connection to Hasad and what a person can be also afflicted by of illness or crisis (losing a job, an accident...)? And finally, how can the Ayahs and Hadiths dealing with articulations of touch and the like be interpreted, if you do not understand what those scholars understood from them? The carrying out of a punishment is a consequent of the judgment after proving the evidence of legitimacy, and the judiciary is the obligatory notification of the judgment. This obligation means the presence of a power that obligates the perpetrator to be sentenced, and this power is the authority, i.e. the ruler applies Allah's rulings and obliges Muslims to abide by these rulings, so the punishments are not executed except by the ruler who establishes Allah's rulings.
