Every Mukallaf (i.e. mature and sane person) is considered to be one of the following: - The Original Al-Aseel i.e. the one who represents him/herself. - The Representative Al-Wakeel i.e. the one who represents another person - The Next of kin (Al-Waliy) i.e. the one who is responsible for others e.g. the father or the Khaleefah. - The Guardian Al-Wassiy i.e. the one who is responsible for a child or a disabled person ( i.e.Al-Qaaser). The key aspects of the resolution were a) Ban on import and export of nuclear-related material and b) Assets frozen of 10 companies and 12 individuals. Although the resolution was passed under Chapter 7 Article 41, which renders enforcement obligatory there was no mention of military force in the event of Iran’s non-compliance with demands stipulated by the UNSC. The resolution was passed after it had been considerably watered down from its initial draft. Both Russia and China objected to key points in the resolution drafted by the EU-3, as Moscow and Beijing manoeuvred to protect their commercial interests in Iran.
