Yesterday the 23rd World Energy Congress was held in Istanbul, and President Erdogan stated the following at his opening speech at the Congress, which was also joined by Russian leader Putin: "Distinguished heads of state, distinguished guests coming from all across the world, I am calling on you! Let ’ s join forces to bring peace to Syria, Iraq, and the Middle East." Following the Summit, Erdogan and Putin held a meeting to discuss the situation of Syria and Aleppo, and the Operation Euphrates Shield and subsequently held a joint press conference. The brutal Syrian regime forces and crusader coalition aircrafts have launched a fierce attack for nearly two weeks to take control of the eastern neighborhoods of the city of Aleppo held by the armed opposition. The attack intensified after the alleged truce, which only aimed to get a sense of the military of the stationed revolutionaries and their endurance in order to carry out what they see fit to serve a political solution which they continually tried to impose since the initial moments of the revolution. On the 3 rd of October, Turkey announced that the European Commission had signed two direct grants worth €600 million to support Syrian refugees and host communities in Turkey in the areas of education and health. Half of the grant will supposedly be used to support Syrian refugee children’s integration into the Turkish schooling system. Only 340,000 of the 814,000 school-age Syrian children currently in Turkey received education last year. The plan is to increase this number to 400,000. The other €300 million is aimed at the provision of comprehensive health care for refugees in Turkey. Usool ul-Fiqh has two main objectives: 1) To verify that the Adillah Al-Ijmaaliyah are definitely (Qat’an) from the Wahi (divinely inspired revelation). This means that is essential for these Adillah (evidences) like the Qur’an, Ijmaa’ and others to be definitely proven to be from Allah. This is because Allah (swt) says: وَلَا تَقْفُ مَا لَيْسَ لَكَ بِهِ عِلْمٌ “And do not pursue that of which you have no knowledge”      [TMQ Al-Israa 36] And He (swt) says: إِنَّ الظَّنَّ لَا يُغْنِي مِنَ الْحَقِّ شَيْئًا “Verily speculation does not avail anything against the truth”   [TMQ Younus 36] Therefore, the (Asl) (foundation) which is built upon must be definite in respect to proving that it is from Allah.
