Working towards establishing the Islamic Khilafah is an individual duty that requires utmost effort and utmost speed

The following is a translation of an Arabic leaflet issued some years ago. Working towards establishing the Islamic State that rules by what Allah (SWT) has revealed is in essence a duty of sufficiency (Fardhu Kifayah). However, since the sufficiency is not fulfilled despite the efforts of those who work towards it, the duty expands until it includes every Muslim.  This is the case in every duty of sufficiency. The evidence about the obligation of working towards the establishment of the Islamic State is conclusive in text and in meaning, hence, whoever denies it is a Kafir.  As for he who acknowledges this fact but does not work towards it, he is sinful.  This evidence is reflected in the text which commands the Muslims to abide by and refer their affairs to the Islamic Shari’ah.  It is also reflected in the texts which forbid the Muslims from referring their affairs to other than the Islamic Shari’ah:  Allah (SWT) says: ‘As for the thief, male or female, cut off his or her hands.

Nafsiya: Chapter 1 - Hastening to adhere to the Sharī’ah

The following is the translation of a chapter of the book 'The Essential Elements of the Islamic Disposition (Nafsiyah)' issued by Hizb ut Tahrir and published in Beirut, Lebanon in 1425 AH. He (swt) said: ] وَسَارِعُوا إِلَى مَغْفِرَةٍ مِنْ رَبِّكُمْ وَجَنَّةٍ عَرْضُهَا السَّمَاوَاتُ وَالأَرْضُ أُعِدَّتْ لِلْمُتَّقِينَ. [ “And march forth in the way (which leads to) forgiveness from your Lord, and for Paradise as wide as are the heavens and the earth, prepared for Al-Muttaqeen (the pious).” [TMQ Aali ‘Imrān: 133] He (swt) said: ] إِنَّمَا كَانَ قَوْلَ الْمُؤْمِنِينَ إِذَا دُعُوا إِلَى اللَّهِ وَرَسُولِهِ لِيَحْكُمَ بَيْنَهُمْ أَنْ يَقُولُوا سَمِعْنَا وَأَطَعْنَا وَأُوْلَئِكَ هُمْ الْمُفْلِحُونَوَمَنْ يُطِعْ اللَّهَ وَرَسُولَهُ وَيَخْشَ اللَّهَ ويتَّقْهِ فَأُوْلَئِكَ هُمُ الْفَائِزُونَ. [ “The only saying of the faithful believers, when they are called to Allah (His Words, the Qur’ān) and His Messenger, to judge between them, is that they say: “We hear and we obey.” An
