We in Hizb ut Tahrir / Wilayah of Syria call on the sons of the Islamic Ummah in general and the people of Ash-Sham in particular to adopt these fundamentals, and to call for them, and to work by them.
The Fundamentals of the Ash-Sham Revolution Unites Us
Three years have passed since the beginning of the blessed revolution of Ash-Sham, and it is still standing strong as the mountains in the face of all plots against it in order to divert it from its path and abort the Islamic project before its birth.
Therefore it became vital to lay down fundamentals that are agreed upon by all, to stop the revolution from being overtaken and snatched away, and to protect it from deviation and deception.
The Most Crucial Fundamentals:
1. To overthrow the regime with all its symbols and pillars.
2. To liberate from the Kufr states and to end their influence.
3. To establish the Khilafah State upon the method of the Prophethood.
In order to achieve these fundamentals we must work for the following:
1. Stop the fighting between the factions and unite them, and not to fight side battles that exhausts its energies, and to direct its fight towards the correct target which will overthrow the regime, which is Damascus.
وَأَطِيعُواْ اللّهَ وَرَسُولَهُ وَلاَ تَنَازَعُواْ فَتَفْشَلُواْ وَتَذْهَبَ رِيحُكُمْ وَاصْبِرُواْ إِنَّ اللّهَ مَعَ الصَّابِرِينَ
"And obey Allah and His Messenger, and do not dispute and [thus] lose courage and [then] your strength would depart; and be patient. Indeed, Allah is with the patient."
(Al-Anfal: 46)
2. Reject the civil democratic state project that separates the Deen from life, as it contradicts the Shariah of Allah سبحانه وتعالى and did not offer humankind anything but misery and adversity.
وَمَنْ أَعْرَضَ عَن ذِكْرِي فَإِنَّ لَهُ مَعِيشَةً ضَنكاً وَنَحْشُرُهُ يَوْمَ الْقِيَامَةِ أَعْمَى
"And whoever turns away from My remembrance - indeed, he will have a depressed life, and We will gather him on the Day of Resurrection blind."
(Ta Ha: 124)
3. Independent political and military decision, this requires of us to reject the political money that divided the Mujahideen, forfeited their decisions, and rendered them tools for the donors who move them however they wish.
إِنَّ الَّذِينَ كَفَرُواْ يُنفِقُونَ أَمْوَالَهُمْ لِيَصُدُّواْ عَن سَبِيلِ اللّهِ فَسَيُنفِقُونَه
"Indeed, those who disbelieve spend their wealth to avert [people] from the way of Allah. So they will spend it; then it will be for them a [source of] regret; then they will be overcome. And those who have disbelieved - unto Hell they will be gathered"
(Al-Anfal: 36)
4. Reject all forms of foreign intervention, including political, military, security and others.
يَقُولُونَ لَئِن رَّجَعْنَا إِلَى الْمَدِينَةِ لَيُخْرِجَنَّ الْأَعَزُّ مِنْهَا الْأَذَلَّ وَلِلَّهِ الْعِزَّةُ وَلِرَسُولِهِ وَلِلْمُؤْمِنِي
"They say, "If we return to al-Madinah, the more honored [for power] will surely expel therefrom the more humble." And to Allah belongs [all] honor, and to His Messenger, and to the believers, but the hypocrites do not know."
(Al-Munafiqoon:
5. Sever contact with all the western states completely and at all levels.
يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَتَّخِذُوا عَدُوِّي وَعَدُوَّكُمْ أَوْلِيَاء تُلْقُونَ إِلَيْهِم بِالْمَوَدَّةِ وَقَدْ كَفَرُوا بِمَا جَاءكُم مِّنَ الْحَقِّ يُخْرِجُونَ الرَّسُولَ وَإِيَّاكُمْ أَن تُؤْمِنُوا بِاللَّهِ رَبِّكُمْ إِن كُنتُمْ خَرَجْتُمْ جِهَاداً فِي سَبِيلِي وَابْتِغَاء مَرْضَاتِي تُسِرُّونَ إِلَيْهِم بِالْمَوَدَّةِ وَأَنَا أَعْلَمُ بِمَا أَخْفَيْتُمْ وَمَا أَعْلَنتُمْ وَمَن يَفْعَلْهُ مِنكُمْ فَقَدْ ضَلَّ سَوَاء السَّبِيلِ
"O you who have believed, do not take My enemies and your enemies as allies, extending to them affection while they have disbelieved in what came to you of the truth, having driven out the Prophet and yourselves [only] because you believe in Allah, your Lord. If you have come out for jihad in My cause and seeking means to My approval, [take them not as friends]. You confide to them affection, but I am most knowing of what you have concealed and what you have declared. And whoever does it among you has certainly strayed from the soundness of the way."
(Al-Mumtahina: 1)
6. Sever any connections with all the states in the Muslim world completely and at all levels, because their rulers are agents to the West, they toil in attaining and protecting its interests; with the most important one is to prevent the return of the Khilafah once more, and to maintain the democratic system.
أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُواْ بِمَا أُنزِلَ إِلَيْكَ وَمَا أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُواْ إِلَى الطَّاغُوتِ وَقَدْ أُمِرُواْ أَن يَكْفُرُواْ بِهِ وَيُرِيدُ الشَّيْطَانُ أَن يُضِلَّهُمْ ضَلاَلاً بَعِيداً
"Have you not seen those who claim to have believed in what was revealed to you, [O Muhammad], and what was revealed before you? They wish to refer legislation to Taghut, while they were commanded to reject it; and Satan wishes to lead them far astray."
(An-Nisaa': 60)
7. Regard anyone who contacts any state and coordinates with it as an enemy of the revolution and the aspirations of the Ummah, who works to deviate and abort it, and defile the martyrs' blood who fought so that the Word of Allah becomes the highest.
يَا أَيُّهَا الَّذِينَ آمَنُواْ لاَ تَخُونُواْ اللّهَ وَالرَّسُولَ وَتَخُونُواْ أَمَانَاتِكُمْ وَأَنتُمْ تَعْلَمُونَ
"O you who have believed, do not betray Allah and the Messenger or betray your trusts while you know [the consequence]."
(Al-Anfal: 27)
8. Adherence to the obligatory method of the Prophet (sallalahu alaihi wa sallam) to establish the rightly guided Khilafah.
وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ وَمَا نَهَاكُمْ عَنْهُ فَانتَهُوا وَاتَّقُوا اللَّهَ إِنَّ اللَّهَ شَدِيدُ الْعِقَابِ
"And whatever the Messenger has given you - take; and what he has forbidden you - refrain from. And fear Allah; indeed, Allah is severe in penalty."
(Al-Hashr: 7)
9. Adopt a clear and detailed political project derived from the Qur'an and Sunnah of the Messenger صلى الله عليه وسلم, to be a basis for us showing the structure of the Khilafah State and its institutions that we seek to establish.
قُلْ هَـذِهِ سَبِيلِي أَدْعُو إِلَى اللّهِ عَلَى بَصِيرَةٍ أَنَاْ وَمَنِ اتَّبَعَنِي وَسُبْحَانَ اللّهِ وَمَا أَنَاْ مِنَ الْمُشْرِكِينَ
"Say, "This is my way; I invite to Allah with insight, I and those who follow me. And exalted is Allah; and I am not of those who associate others with Him."
(Yusuf: 108)
How great is to bring victory to the Deen of Allah سبحانه وتعالى and establish the rightly guided Khilafah State; by it we shall return the best nation brought to humankind and to declare to the clouds, "Rain wherever you may, for your Kharaj will come to us", and all tyrants shall surrender to Allah's Deen.
وَيَوْمَئِذٍ يَفْرَحُ الْمُؤْمِنُونَ ﴿٤﴾ بِنَصْرِ اللَّـهِ ۚ يَنصُرُ مَن يَشَاءُ ۖ وَهُوَ الْعَزِيزُ الرَّحِيمُ
"And that day the believers will rejoice. In the victory of Allah. He gives victory to whom He wills, and He is the Exalted in Might, the Merciful."
(Ar-Rum: 4-5)
وَاللَّـهُ غَالِبٌ عَلَىٰ أَمْرِهِ وَلَـٰكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ
"And Allah is predominant over His affair, but most of the people do not know"
(Yusuf: 21)
