The following is the draft translation of an arabic leaflet issued by Islamic activists in the Muslim world. Note: The Jews referred to in the leaflet are the Zionist Jews which support the illegal state of Israel.
بسم الله الرحمن الرحيم
The blood of Lebanon is being sold by a fatal resolution in the market of the American-French clash and with the blessing and collusion of the rulers in the Muslim Lands!
Issued today was the Security Council resolution 1701 related to the savage aggression - which reached the men, mountains and stone - of the Israeli State. The resolution used the phrase ‘cessation of offensive military operations’ instead of an absolute ceasefire, and the withdrawal of the Israeli army with the deployment of an international force and the Lebanese army, each consisting of 15 000 soldiers. The resolution also included the withdrawal of Hizbullah’s soldiers to the north of the Litani River, and the implementation of resolution 1559 which requires the disarmament of Hizbullah. The resolution did not forget noting, without any qualification or condition, the release of the two Israeli captives who were captured by Hizbullah in actions related to the fight, whilst at the same time it left the topic of the Lebanese prisoners hanging!
Before highlighting the dangers of the resolution and its heinousness, we return to the background of this matter:
The affairs in Iraq and Afghanistan came to pass differently to how America wished, so it drowned in a quagmire and it became clear to her that to exit from it is costly and prolonged, and that Iraq (in particular) become a hot fighting centre against her with no escape except by involving the neighbouring states in the matter, mainly Iran and Syria, upon whom America has a strong influence. However their entering into this matter cannot be done without a comprehensive solution for the rest of regions’ issues, that is, ending the Middle East crisis. America found that achieving this comprehensive solution will accomplish for her, in her assessment, the following matters:
1. The turning of attention, even if temporarily, away from its crimes and excesses in Iraq and Afghanistan and its failure in achieving the objectives of its aggression, and finding a justified way of obliging Iraq, or a big portion of it, to Iran, as happened in 1975 in Lebanon when the obliging of Lebanon to Syria was accomplished with the blessing of America. Thus will the Iranian nuclear crisis end, whose solution America was busying Europe with and holding back.
2. Facilitating the solution for the Syrian Golan Heights and Palestine, followed by the public recognition by Syria of Israel, then by the Palestinian organisations, putting a final end to the dispute thus securing American hegemony in the region.
3. The above will help in improving the image of America in the region! More importantly, raising the popularity of Bush and the Republican Party in America toward success in the upcoming elections.
However there are three matters which obstruct the achievement of America’s objectives in the comprehensive settlement:
1. Europe’s standing in her face. Europe (France and Britain) found in the assassination of Hariri a golden opportunity to compete with America in influence of Lebanon, after a 30-year period of its being kept away partially, and completely from 15 years ago after the Ta’if Truce. It is not easy on Europe to accept America taking over in the region again.
2. The matter of Hizbullah. From the early 80s Hizbullah has been supported militarily and training-wise by Syria and Iran, and they supported Hizbullah until the time of the settlement and then they will finish it peacefully or through betrayal if necessary and letting it down in the fight against the Israelis, and Hizbullah was not completely aware of this.
Importantly, Hizbullah was becoming stronger and had in its ranks sincere young men in its fight against Israel, and reached a position which it become hard for Syria to order it to return to being just a political party and stopping its fight against Israel. It is known that when the settlement is reached the main parties will not accept any role for Hizbullah to play. Thus the matter of Hizbullah was one of the main obstacles in the face of the settlement.
3. The matter of the Israeli State. America knows that Israel will not accept a settlement that leaves it with a strong state with set, limited borders, leaving the surrounding countries and their affairs; they will not even accept a weak state in Palestine. Thus the Jews are moving with their fabricated Torah in their hearts and minds, and still their long-term objective is the entire region from the Nile to the Euphrates, when they get the opportunity.
As long as Israel does not feel harm reaching them and danger attacking them, they will not accept entering any settlement that keeps the face of Syria, Lebanon or Palestine. Thus the matter of the Jewish State was one of the obstacles in the face of the settlement.
America thought that removing these obstacles can be achieved by preventing the ceasefire so it does not give Europe room to interfere, and then prolonging the period of aggression to inflict major harm on Hizbullah, and effective harm on Israel.
As for the Israelis, then in this situation they will seek protection from America to put in place the appropriate solution. As for the youth of Hizbullah they are fighting sincerely to achieve one of the two good outcomes: victory or martyrdom; however America will control the appropriate settlement through Iran and Syria, by making Iran and Syria control Hizbullah in the wanted direction.
Thus America did not agree to an immediate ceasefire except only after ‘the circumstance become more suitable!’ as the American Secretary of State Condoleeza Rice announced on the 19th of July after her meeting with the Egyptian foreign minister in Washington.
However the Israelis have lost their mind due to the painful blows from Hizbullah, whose pain was doubled by their inability to gain military victory, like what they used to achieve in previous wars; so they bombarded civilians left and right, without differentiation between the elderly, infant or woman, or between civilian home, hospital, school or even mosque; nay, even trees, mountains, bridges and roads. This allowed Europe to take advantage in public opinion to reach a ceasefire before America reaches it targets, leaving Europe with some of the strings of the matter and not leaving them all in the hands of America.
And thus France put its resolution which concentrates on the ceasefire, and Europe supported her actively in this, especially Britain from behind the curtain according to her policy of not openly going against America. America was forced to search for a resolution from the security council, however she came up with ‘cessation of offensive military operations’ instead of a ceasefire, in order to prolong the period of the aggression to return to the origin of her plan: the comprehensive settlement, if she could, and she will start from the resolution of the issue of Lebanon and move to the comprehensive settlement, under her leadership, to form the region according to what she calls ‘the new Middle East’. Then came this resolution carrying the prolongation of the period of its execution, as each paragraph of it requires discussion and negotiation about it:
The withdrawal of Israel with the simultaneous deployment of the international force - forming this force does not take a short time – and stopping the military actions, are rubber-like designs the purpose of which is to find a way to continue the fighting at any moment. This is over and above the mention of the cessation of offensive actions, when it is known that Israel justifies the killing of infants by defensive actions! Releasing the Israeli captives without the simultaneous release of the Lebanese captives is a humiliating matter after the shedding of all the blood. Similarly the withdrawal of Hizbullah to the north of the Litani River before the withdrawal of the Israeli army is insulting. Executing 1559 is extinguishing any resistance to the Israeli aggression…and all this will send back the matters to square one.
Forming this resolution achieved many points, only almost all of them are in America’s benefit. Even Chirac repeatedly announced that any resolution should include the mention of a ceasefire, and if not this would be an immoral action, though he too returned and swallowed what he said and accepted the resolution!
O Muslims,
This resolution is fatal for the whole Ummah, not only Lebanon, as it was prepared to establish a settlement between Israel and Lebanon as a start for America towards a more comprehensive settlement under her leadership in the region, to form it according to what she called ‘the New Middle East’ as Rice announced, during the aggression on the 22nd of July, that the Israeli aggression is part of the ‘labour pains’ toward a ‘New Middle East’.
This resolution achieved for Israel a victory which it could not achieve on the battlefield. Israel would have sought a ceasefire from the first days had she not been re-assured of the states in the Muslim lands not interfering, including both those who openly supported Hizbullah like Syria and Iran and those who were against it secretly and openly.
The issues of the Muslims will not be solved by an international resolution approved by the Security Council which is controlled by America, the Great Shepherd of Israel. They can only be solved by Jihād, by opening the frontiers, and moving the armies forward through them for Jihād in the path of Allah, and gathering the able to become soldiers in these armies; this is an obligation Allah obligated on the Muslims when the enemy occupy any handspan of their land; so how is it when many-a-handspan has been lost, nay they have been aggressed in their own homes?! No people are invaded in their own homes and do not bravely repel the invasion but they will be humiliated, and the punishment will be over them. The Exalted says,
] إِلاَّ تَنفِرُواْ يُعَذِّبْكُمْ عَذَاباً أَلِيماً وَيَسْتَبْدِلْ قَوْماً غَيْرَكُمْ وَلاَ تَضُرُّوهُ شَيْئاً وَاللّهُ عَلَى كُلِّ شَيْءٍ قَدِيرٌ [“
If you do not go forth, he will punish you with a severe punishment, and will bring in your place a people other than you, and you will not harm Him in the least; and Allah is over all things powerful.” (al-Tawbah: 39)
The holding back of the states in the Muslim lands from giving victory to Palestine and Lebanon against Israel is a major crime, and the betrayal of Hizbullah by Iran and Syria and their leaving it by itself is supporting the facilitation of the entry of the American projects in the region. The standing of the other Arab states, particularly Egypt, Saudi Arabia and Jordan and the other states in the Muslim Lands is an incapacitated betraying stand which supports, secretly and openly, America and the Israeli aggression; it is a crime stuck to their necks with shame and humiliation in this world and the hereafter.
O Muslims,
Accepting this resolution and executing it is a betrayal of Allah and His Messenger (saw) and the believers, and the opportunity is open for the soldiers in the armies to get rid of these rulers and return the glory of Islam and establish the Khilafah on the way of Prophethood; to revenge the infants who got killed and disfigured, the women who were frightened, widowed and humiliated, the elderly whose beards were coloured with blood, from the Israelis and those behind them. Then the Jews will demolish their homes with their own hands and the hands of the believers, and Allah the Exalted will heal the hearts of a believing people.

“And on that day shall the Believers rejoice, with the help of Allah (to victory)” (al-Rūm: 4-5)
