The moon was not seen anywhere on Tuesday 11th September, 29th Sha'baan - so after completing 30 days of Sh'baan, the blessed month of Ramadhan will begin on Thursday 13th September 2007.

However your are right that the moon was seen in many places including USA, South Africa, Guyana, etc on Wednesday 12th September. Whether it was seen or not, Ramadhan would have begun as the Prophet (saw) mentioned to complete 30 days if the moon is not seen.
